As the cost of living continues to strain household budgets in New York City, a new exploratory, this qualitative study led by the Community Service Society of New York (CSS) with support from Community Insight Collaborative staff sheds light on how low-income New Yorkers manage financial insecurity, cope with unexpected expenses, and navigate a complex web of financial institutions, public benefits, and community resources.

Based on six focus groups with 41 low-income New Yorkers, the report examines how people make challenging financial decisions and recommends policy solutions to build greater financial stability in New York City.
